1.0 RECTAS Experience

RECTAS is playing a leading role in digital mapping and GIS solutions in Africa. RECTAS has acquired a lot of experience in geo-information and aerospace surveys from projects successfully completed since the Centre's inception in 1972. A list of recently completed and on-going projects is given below as an indication of the level of our expertise.

1.1 Mapping Related Projects

RECTAS has wide experience in mapping for various applications using terrestrial, airborne and space borne methods/technologies, acquired over the years through successful implementation of various projects for several organisations in and outside Nigeria. Some of these projects are:

•  Map Compilation of part of Port Harcourt, Rivers State at 1/1000 and Murtala Mohammed International Airport, Lagos at 1/2000 for Satellite International (Nig.) Ltd, Lagos in September 1990.

•  Point Transfer, Aerotriangulation, and Adjustment Computations carried out for Karshi Mapping Project for Bonan Surveys, Auchi in November 1990.

•  Manuscript Compilation for the mapping of Uyo for Mr. Theophilus Udo-Isong, Calabar in December 1990.

•  Procurement and Analysis of SPOT Image of a 250-km long and 10m-wide National Electric Power Authority (NEPA) High Voltage (133KVA) Tension Line corridor along Enugu-Makurdi-Yandev for Environmental Impact Assessment for Triple ‘E' Systems Associates Limited, Lagos in January 1992.

•  Township Map Compilation of part of Port-Harcourt, Rivers State at a scale of 1/1000 for P.A.O. Adeleye & Associates, Lagos in September 1994.

•  Township Map Compilation of part of Port-Harcourt, Rivers State at a scale of 1/1000 for the Federal Surveys Department in 1995/96.

•  Kandi Mapping Project, Benin Republic for Djibril Aboudou, Benin Republic in 1993.

•  Satellite Image Processing and Analysis for Nkalagu (Enugu State) Cement Factory Environmental Impact Assessment in May 1994.

•  Digital Image Processing, Analysis and Land Use Mapping for the Environmental Impact Assessment for Edop Field, Qua Ibo Terminal, Eket, Akwa Ibom State, Nigeria in 1994.

•  United Nations Centres for Human Settlement (UNCHS) Map Situation Survey and Digital Base Map Production of Ibadan Metropolitan Area, Oyo State, at scales of 1/25,000 and 1/50,000 for the Sustainable Ibadan Project (SIP) in July 1995.

•  Offshore ground control point positioning using GPS for the oil well locations and platforms at Qua Ibom Terminal, Eket, Akwa Ibom State, Nigeria for B-D-X Limited, Lagos in September 1996.

•  Topographic Mapping of Koulikoro, Republic of Mali at a scale of 1/10,000 produced for Direction Nationale de la Cartographie et de la Topographie (DNCT) in 1988.

•  Township Mapping of Oguta, Ohafia, Orlu and Afikpo (Nigeria), at a scale of 1/10,000 in 1990.

•  Geological Mapping of Toro Area, Bauchi State, Nigeria, in collaboration with the French Embassy, Lagos in 1994.

•  Digital Topographic Mapping of Ebonyi state, Nigeria, at a scale of 1/25,000 (On going).

•  Digitizing of some Cadastral Maps of Gombe State, Nigeria, at a scale of 1/25,000 in 2000/2001.

•  Updating of Road network and Local Government Map of Osun State, Nigeria, at a scale of 1/250,000 in 2002.

•  Consultant to Federal Surveys Department on the on-going analogue to digital conversion of Nigeria's 1:50000 scale topographic map series.

•  Consultant to National Space Research and Development Agency (NASRDA) on the implementation of Nigeria's National Geospatial Data Infrastructure.

•  Consultant to UNESCO on the cross-cutting project on the “Application of Remote Sensing for the integrated management of water resources and ecosystems in African countries”.

•  Transfer of map data from Computer Compatible Tapes (CCTs) to Compact Discs (CDs) in December 2002 for the Surveys Department of the Federal Ministry of Works and Housing (FMW & H), Abuja, Nigeria.

•  Creation of GIS Database for the secretariat of Economic Community of West African States (ECOWAS) in 2001/2002.

1.2 Repairs/Maintenance of Instruments/Equipment :

RECTAS also has vast experience in installation, upgrading and maintenance of analogue, analytical and digital photogrammetry, remote sensing, cartography and computer equipment.

Among some of the recently completed/on-going repairs and maintenance works are:

 

•  Repairs and calibration of three (3) Photogrammetric Instruments for P.AO. Adeleye & Associates, Lagos, Nigeria in 1994.

•  Transfer from Ibadan, re-installation, and testing of Wild A10 and Wild B8 Photogrammetric Instruments at Osogbo, for Surveys Department, Osun State Government in 1996.

•  Repairs and regular maintenance of RECTAS fleet of Photogrammetric Instruments, Computers and Remote Sensing/GIS Systems .

•  Installation and maintenance of Digital Image Processing (DIP) System for National Water Resources Institute (NWRI), Kaduna, Kaduna State, Nigeria in 1993.

•  Installation of Digital Image Processing/Geographic Information System (DIP/GIS) for National Agricultural Land Development Authority (NALDA), Abuja, Nigeria in 1996.

•  Resuscitation of Remote Sensing/Cartography equipment for ‘Centre National de Teledetection (CENATEL), Republic of Benin.

•  Installation of Remote Sensing/Cartography equipment and staff training for Lake Chad Basin Development Authority, Chad Republic.

•  Computers and Printers repairs and maintenance services for the Federal Surveys Department Liaison Office in Lagos in 1998.

•  Transfer, repairs, and re-installation of a KERN PG2 Stereo-plotter from the temporary site to the permanent campus of the Kwara State Polytechnic, Ilorin.

•  Transfer and re-installation of WILD B8 Stereo-plotter from Akure, Ondo State to Ado-Ekiti, for Ekiti State Government in 2002.

•  Repair of four (4) photogrammetric instruments (stereoplotters) for the Institut Géographique du Burkina (IGB), Ouagadougou, Burkina Faso in 2003.

•  Dismantling, transfer and re-installation of analogue photogrammetry equipment (stereoplotters, etc) donated by RECTAS to 18 higher institutions of learning and production organisations in Niger, Nigeria and Cameroon (on going).

1.3 Customised Trainings and Workshops

RECTAS also conducts both local (at RECTAS) and in-house (clients' premises) customised short-term training in its areas of specialisation - Photogrammetry, Remote Sensing, Geographic Information System (GIS), Global Positioning System (GPS), Cartography, and Geophysical Surveys for various disciplines and applications. Some of the recent experiences in this area include:

•  National Workshop on Remote Sensing Applications for the Nigerian Institution of Surveyors (NIS) in Kano in May 1990.

•  Practical Training in Photogrammetry organised for the Federal School of Surveying, Oyo (on yearly basis) for many years till 1998.

•  National Training Workshop on Survey and Mapping Computations in Accra, Ghana organised under the auspices of the Switzerland Government, from July 23-28, 1990.

•  Remote Sensing Training for a staff of the Federal Department of Forestry, Kaduna at RECTAS, Ile-Ife in September, 1990.

•  National Training Workshop in Remote Sensing Applications for non-governmental organisations (NGOs) in Nigeria held at RECTAS, Ile-Ife in November 1990.

•  National Training Workshop on Remote Sensing Applications to National Population Census for the staff of the National Population Commission (NPC), Nigeria in July 1990.

•  International Training Workshop in Census Cartography for Anglophone African countries for the United Nations Economic Commission for Africa (UNECA), Addis Ababa, Ethiopia, in November 1991.

•  National Seminar for Planners and Decision Makers on Remote Sensing and GIS for Regional Planning under the sponsorship of GDTA/CNES/RECTAS project in January 1994.

•  Training of two (2) Lesotho Nationals for the Operator's Course in Photogrammetry under the sponsorship of the Switzerland Technical Co-operation in January 1993.

•  Training of two (2) Namibian Nationals for the Technician Course in Photogrammetry under the sponsorship of the INSHURD/ITC Project in April 1998.

•  Specialised Training in Digital Image Processing for Monitoring of the Lake Chad Basin, for the Lake Chad Basin Development Authority, Chad Republic, August 1993.

•  National Workshop on Agricultural and Environmental Applications on Remote Sensing and GIS organised under the FAO/RECTAS/NASENI collaboration in November 1994.

•  Workshop on Advances in Geo-Information Production, for Staff of the Federal Surveys Department, in November 1996.

•  Remote Sensing and GIS training for Nature Conservation Management for National Park, Cross Rivers State, Nigeria in June 1997.

•  Remote Sensing Training Seminar on Coastal Oceanography, organised at RECTAS under the sponsorship of the GDTA/RECTAS support project, in August 1997.

•  Desktop Cartography Course for Map Production Officers in the West African sub-region organised at RECTAS in collaboration with ITC in January 1998.

•  Training workshop on the development of Hadejia River Basin Information System, Nigeria, including database design and actual implementation with real datasets in May and June 2001.

•  Workshop on Geo-informatics for management staff of Federal Surveys of Nigeria in three batches between 1999 and 2000.

•  One week Photo interpretation course in collaboration with GDTA in September 2000 and funded by the French Embassy.

•  Two weeks refresher course in digital photogrammetry for geo-information production in West Africa, for ITC and RECTAS alumni from West Africa and Cameroon held in RECTAS in November 2001 in collaboration with ITC and LH Systems and funded by ITC/Netherlands.

•  Two weeks refresher course on Novel Approaches in Geo-information Science and Earth Observation for Earth Systems Analysis, for 20 ITC and RECTAS alumni from African countries in October 2002 in collaboration with ITC and funded by ITC/Netherlands.

•  Training workshop on GIS Applications in Livestock Epidemiology for six staff of the Federal Department of Livestock, Nigeria in 2001.

•  Six (6) weeks training on GIS and Cartography for Population Census Activities for 25 staff of the National Population Commission, Nigeria in November 2002.

•  Five (5) days workshop on National Geo-spatial Data Infrastructure for Sustainable National Development for all Nigerian Federal and States Surveyors-General, sponsored by the Embassy of France in Nigeria in November 2002.

•  One-day national workshop on Geospatial Metadata implementation held as pre-conference workshop of the Geoinformation Society of Nigeria in November 2003.
